Amendment to the proposal for a Council Regulation on food aid policy and food aid
management (')

The proposal for a Council Regulation contained in
document COM(86) 418 final/2, presented by the
Commission on 25 September and replacing document
COM(86) 418 final of 17 July, is hereby amended as
follows:
1. The following recital is added after the first recital:
'Whereas food aid must fit in with the developing
countries' policies for increasing their self-sufficiency
in food, especially by establishing food strategies;'
2. The third recital is amended to read as follows:
'Whereas it is necessary to that end that the
Community should be able to provide a steady overall
flow of aid and be in a position, in appropriate cases,
to undertake to supply to the developing countries
minimum quantities of products under specific multi-
annual programmes linked to development policies, as
well as to enter into undertakings in relation to inter-
national organizations;'
3. Article 2 (1) is amended to read as follows:
' 1 . The food aid operations referred to in Article 1
shall have the following objectives in particular:
— to provide emergency assistance to countries
suffering from drought, famine or other natural
disasters;
— to contribute to policies in recipient countries
which will reinforce their food security;
— to raise the standard of nutrition of the recipient
population;
— to contribute towards the balanced economic and
social development of the recipient countries.'
4. Article 2 (2) is amended to read as follows:
'2. Products supplied as food aid shall as far as
possible fit the dietary habits of the recipient popu-

lation and shall only be provided if it can be shown
that there will be no adverse tffect on food production
in the recipient country.'
5. Article 2 (4) is amended to read as follows:
'4. The granting of food aid shall, if necessary, be
conditional on the implementation of annual or multi-
annual projects, priority being given to projects which
promote the production of food in the recipient
countries. Where appropriate, the aid may contribute
directly to the implementation of such projects. This
complementarity shall be ensured through the use

funds where the products supplied are intended for
sale. Where food aid is provided as backing for a
development programme spread over a number of
years, it may be supplied on a multiannual basis
linked to the programme in question.'
6. The last clause of Article 2 (5) is deleted such that the
paragraph reads as follows:
'5. The objective of food aid shall be to meet
immediate food needs. Nevertheless, in order to
improve food security in the developing countries and
to ensure that their needs are met, food aid may be
granted, on a case-by-case basis, to enable the
building-up of reserve stocks.'
7. The following new Article 2a is inserted after Article
2:
'If circumstances so justify, food aid may be replaced
by other measures pursuant to Council Regulation
(EEC) No 1755/84.'(2).
8. The last indent of Article 5 (1) is deleted.
(2) The wording of the European Parliament's amendment has
been amended slightly to avoid the repetition of the
reference to the decision-making procedure.
