SUBJECT MATTER OF THE CASE
The application concerns the alleged ill-treatment suffered by the applicant at the hands of police on 19 February 2014 and the domestic authorities’ failure to conduct a prompt and effective investigation into his complaints.
On 15 December 2016, the prosecutor’s office decided to discontinue the proceedings. This decision was confirmed by a final judgment adopted on 18 July 2017 by the Salonta County Court.
QUESTIONS tO THE PARTIES
1. Was the applicant subjected to ill-treatment, in breach of Article 3 of the Convention, as a result of the acts allegedly perpetrated on him by four police officers on 19 February 2014 at the police station in Inand?
2. Did the authorities conduct an effective investigation between 2014 and 2017 into the applicant’s allegations under Article 3? In particular, did the criminal investigation conducted by the domestic authorities fulfil the conditions of adequacy and promptness as required under the procedural head of Article 3 of the Convention?
