QUESTIONS
1. Does the domestic law provide the applicant with a possibility to change the purpose of his land? The parties are requested to refer to specific provisions of domestic law and any relevant case-law.
2. Was Article 6 of the Convention applicable to the proceedings instituted by the applicant concerning the lawfulness of the dismissal of his proposals submitted during the preparation of the special territorial plan of the Aukštadvaris regional park? In particular, did those proceedings concern a right recognised in domestic law and were they decisive to the determination of any such right?
