The application concerns the applicant’s alleged ill-treatment by the police during a traffic control measure and the inadequacy of the investigation into the incident.
QUESTION TO THE PARTIES
Was the applicant subjected to inhuman or degrading treatment, in breach of Article 3 of the Convention? Having regard to the procedural protection from inhuman or degrading treatment, was the ensuing investigation in breach of Article 3 of the Convention (see Réti and Fizli v. Hungary, no. 31373/11, 25 September 2012)?
