SUBJECT MATTER OF THE CASE
The application concerns the alleged killing of the applicants’ father and husband by a private party, and the ensuing criminal investigation into the matter. The impugned investigation started with the criminal complaint lodged by the victim on 12 November 2008 and ended on 12 February 2016 when the Cluj Court of Appeal acquitted the private party and consequently dismissed the applicants’ civil claims. The complaint refers to the inefficiency of the criminal investigation.
QUESTION tO THE PARTIES
Having regard to the procedural protection of the right to life (see paragraph 104 of Salman v. Turkey [GC], no. 21986/93, ECHR 2000-VII), was the investigation in the present case by the domestic authorities in breach of Article 2 of the Convention, in particular having regard to its duration of more than seven years and two months (see paragraphs 44-49 of Dâmbean v. Romania, no. 42009/04, 23 July 2013)?

Dumitru DANCIU is a Romanian national who was born in 1975 and lives in San Giuliano Milanese, Italy; Ionuc DANCIU is a Romanian national who was born in 1986 and lives in San Giuliano Milanese, Italy; Lupa TIMIȘ is a Romanian national who was born in 1974 and lives in Como, Italy; Sava DANCIU is a Romanian national who was born in 1954 and lives in Borșa, Romania.
