Opinion of the Advocate-General

Mr Advocate General Tesauro delivered his Opinion on 14 December 1988 . (*) He proposed that the Court :

( 1 ) annul the applicant' s staff report for the period from 1 July 1983 to 30 June 1985, inasmuch as the assessors were not competent to draw up the report;

( 2 ) dismiss the remainder of the application;

( 3 ) order the Commission to bear one-third of the applicant' s costs .
