Mr Advocate General Mischo delivered his Opinion on 11 May 1989 . (*) He concluded as follows :

"Since neither of the two submissions made by Mr Brus can be upheld, his application must be dismissed . Pursuant to Article 70 of the Rules of Procedure the parties must bear their own costs ."
