Opinion of the Advocate-General

Mr Advocate General Van Gerven delivered his Opinion on 14 February 1989 . (*) He proposed that the Court should :

( 1 ) dismiss the first head of claim as inadmissible;

( 2)declare that there was no need to give a decision on the second head of claim;

( 3)order the Commission to bear its own costs and one-quarter of the applicant' s costs .
