Opinion of the Advocate-General

1 I delivered my first Opinion in this case on 28 March 1996. By Order of 2 October 1996, the President of the Second Chamber reopened the oral procedure in accordance with Article 61 of the Court's Rules of Procedure, following the untimely death on 1 June 1996 of the Judge-Rapporteur, Mr Schockweiler.

2 None of those entitled to present oral argument at this stage of the case in accordance with Article 20 of the Statute of the Court has sought to do so, and therefore no new oral hearing has been held. In these circumstances, I have nothing to add to my Opinion of 28 March 1996.
