The Court:
1.
Dismisses the action as inadmissible.
2.
Orders the Confederazione Nazionale di Servizi (Confservizi) to bear its own costs as well as those incurred by the Commission.
3.
Orders the Associazione Nazionale fra gli Industriali degli Acquedotti — Anfida to bear its own costs.
