Omvat het begrip „verpakking” zoals gedefinieerd in artikel 3 van richtlijn 94/62/EG, zoals gewijzigd bij richtlijn 2004/12/EG (1)‚ rolkernen (rollen, kokers en cilinders) waarrond flexibele producten zijn gewikkeld, zoals papier, kunststoffolie, die aan de consument worden verkocht?
