Amendment to the Proposal for a Council Directive on animal health problems affecting intra-
Community trade and imports from third countries of semen of domestic animals of the bovine
and porcine species (')

The proposal for a Council Directive set out in Document COM(83) 512 final of 20 September
1983 is hereby amended as follows:
1. The words "by means of the procedure of the Standing Veterinary Committee" in the fifth
recital are deleted.
2. Article 9 (1) is replaced by the following:
'In accordance with the procedure laid down in Article 19, the Commission shall draw up
one or more lists of semen collection centres from which Member States may authorize the
importation of semen originating in third countries. The list or lists may amended or
supplemented in accordance with that procedure.'
3. The words 'save where the Council has decided by a simple majority against those measures'
in the second subparagraphs of Articles 17 (4) and 18 (4) are deleted.
4. The following Article is inserted:
'Article 19
Where the procedure laid down in this Article is to be used, the Committee shall discuss
matters on which the Commission has requested an opinion. When seeking the opinion of
the Committee, the Commission may set a time limit within which such opinion must be
delivered.
No vote shall be taken. However, any member of the Committee may demand that his views
be set down in the minutes.'
5. Articles 19, 20 and 21 become Articles 20, 21 and 22 respectively.
