concerning the opening to the public of the historical archives of the European Economic
Community and the European Atomic Energy Community (OJ L 43, 15.2.1983, p. 1), as
amended by Regulation (EC, Euratom) No 1700/2003 of 22 September 2003 (OJ L 243,
27.9.2003, p. 1), this file is open to the public. Where necessary, classified documents in this
file have been declassified in conformity with Article 5 of the aforementioned regulation.
In Übereinstimmung mit der Verordnung (EWG, Euratom) Nr. 354/83 des Rates vom 1.
Februar 1983 über die Freigabe der historischen Archive der Europäischen
Wirtschaftsgemeinschaft und der Europäischen Atomgemeinschaft (ABI. L 43 vom 15.2.1983,
S. 1), geändert durch die Verordnung (EG, Euratom) Nr. 1700/2003 vom 22. September 2003
(ABI. L 243 vom 27.9.2003, S. 1), ist diese Datei der Öffentlichkeit zugänglich. Soweit
erforderlich, wurden die Verschlusssachen in dieser Datei in Übereinstimmung mit Artikel 5
der genannten Verordnung freigegeben.

renewing the arrangements for trade between Spain and Portugal on the
one hand and the overseas countries (OCT) on the other in products
covered by the ECSC Treaty

4EXPLANATORY MEMORANDUM
The provisional arrangements for trade between Spain and Portugal on the one
hand and the OCT on the other were established by Decisions 86/47/EEC and
86/50/ECSC for the period 1 March to 31 December 1986.
In order to avoid an interruption of the progressive opening of the Spanish
and Portuguese markets, it is proposed to extend the term of validity of the
said Decisions beyond the date indicated.

THE REPRESENTATIVES OF THE GOVERNMENTS OF THE MEMBER STATES OF THE EUROPEAN
COAL AND STEEL COMMUNITY, MEETING WITHIN THE COUNCIL,
Whereas the Member States have concluded the Treaty establishing the European
Coal and Steel Community;
Whereas Decision 86/50/ECSC of the Representatives of the Governments of the

Member States, meeting within the Council , establishes for the transitional
period laid down by the Act of Accession the arrangements for trade between
Spain and Portugal on the one hand and the overseas countries and territories
(OCT) on the other in products covered by the ECSC Treaty;
Whereas this Decision expires on 31 December 1986;

Whereas, in order to avoid an interruption of the progressive opening of the
Spanish and Portuguese markets to products originating in the OCT, the term of
validity of Decision 86/50/rCSC r.hould be extended beyond 31 December 1986,
without prejudice to any further adjustment that may prove necessary following
the conclusion of the protocol referred to in Articles 179 and 366 of the Act
of Accession,
In agreement with the Commission,
HAVE DECIDED AS FOLLOWS:
Article 1
The term of validity ofDecision 86/50/ECSC establishing arrangements for trade
between Spain and Portugal on the one hand and the overseas countries and
territories (OCT) on the other in products covered by the ECSC Treaty is
hereby extended until 31 December 1990.
Article 2
Member States shall take the measures necessary to implement this Decision.
Article 3
This Decision shall be published in the Official Journal of the European
Communi t i es.
It shall take effect on the day of its publication.
