SUBJECT MATTER OF THE CASE
The application concerns the decision to expel the applicant, who is an HIV‑positive Moldovan national with a Russian wife, from Russia. It raises an issue under Article 14 of the Convention, taken in conjunction with Article 8 (see Kiyutin v. Russia, no. 2700/10, ECHR 2011, and Novruk and Others v. Russia, nos. 31039/11, 48511/11, 76810/12, 14618/13 and 13817/14, 15 March 2016).
QUESTION tO THE PARTIES
Has there been a violation of Article 14 of the Convention taken in conjunction with Article 8, as regards the decision on the applicant’s expulsion from Russia on account of his HIV-positive status (see Kiyutin v.
