1. When did the administration of Novocherkassk remand prison IZ-61/3 receive the Court’s letter of 18 December 2009 addressed to the applicant and when did the administration forward the letter to correctional colony IK-1?
2. Have there been any instances of delay in handing the Court’s correspondence to the applicant by the prison authorities?
3. If so, what was the justification for the alleged delay in forwarding that letter to the correctional colony?
