The Government had referred case to the Court by fax after expiry of three-month limit, and had not disputed this fact - explanations put forward did not disclose any special circumstance of a nature to suspend the running of time or justify its starting to run afresh - hence inadmissibility of application bringing the case before the Court, as it was out of time.
Conclusion: Court could not deal with the merits of the case (unanimously).
