STATEMENT OF FACTS
The applicant, Mr Aleksandr Iosifovich Nagorskiy, is a Ukrainian national, who was born in 1967 and lives in Kyiv. The applicant is represented before the Court by Mr A. Fedosov.
The applicant submits that on the 8 May 2014 he was beaten by the police special forces. He received several wounds on his head, as well as other injuries. He was further brought to a hospital where he received the first aid.
The applicant further states that his injuries were not properly documented, and that he did not receive the relevant medical treatment.
COMPLAINTS
The applicant complains under Article 3 of the Convention of the ill-treatment he suffered on the 8 May 2014. He further complains of lack of medical assistance.
QUESTIONS
1. Has the applicant been subjected to inhuman or degrading treatment on 8 May 2014, in breach of Article 3 of the Convention?
2. Was adequate medical treatment and assistance provided to the applicant in the SIZO, and was such treatment compatible with the requirements of Article 3 of the Convention? In particular, what medical treatment has the applicant been receiving since 8 May 2014?
3. Having regard to the procedural guarantees provided by Article 3 of the Convention, was an investigation conducted in the present case by the domestic authorities?
