Information regarding Appendix B to the Arrangement with the United States of
America concerning trade in certain steel products
The Arrangement concluded between the European Economic Community and the
United States concerning exports of certain steel products to the United States was
approved by Council Regulation (EEC) No 2869/82 of 21 October 1982 (') and
Commission Decision No 2871/82/ECSC of 21 October 1982 (2). Appendix B to the
Arrangement, which lists the products covered by the Arrangement, stipulated that the
list of products covered would be subject to further verification and amendments.
The amended Appendix B was approved by Council Regulation (EEC) No 2189/83 of
28 March 1983 (3) and Commission Decision No 2191/83/ECSC of 15 April 1983 (4).
Footnote 4 of the new Appendix B refers to 'headnote 2 (H) (VII)' and 'subparagraph
B 2 (H) (V), (VI), (VII) and (VIII) of Part 2 of Schedule 6 of the Tariff Schedules of
the United States (annotated)'.

ASTM — AMERICAN NATIONAL STANDARD — ANSI/ASTM A-625-76
STANDARD SPECIFICATION FOR SINGLE-REDUCED BLACK PLATE («)
This standard is issued under the fixed designation A-625: the number immediately
following the designation indicates the year of original adoption or, in the case of
revision, the year of last revision. A number in parentheses indicates the year of last
reapproval.
1. Scope
1.1. This specification covers single-reduced black plate produced from low-carbon
cold-reduced steel furnished in coils or cut sizes for use in manufacture of cans,
closures, signs, toys and other products as well as for plating applications. It may
be specified dry or oiled. It is furnished in thickness from 55-lb base weight

(0,0061 in. or 0,155 mm) to 128-lb base weight (0,0141 in. or 0,358 mm). This
product is normally supplied with a trimmed edge.

2. General requirements for delivery
2.1. Material furnished under this specification shall conform to the applicable
requirements of the current edition of ASTM Specification A-623, for General
Requirements for Tin Mill Products (*), unless otherwise provided herein.
3. Basis of purchase
3.1. Orders for material under this specification shall include the following infor-
mation, as required and applicable to adequately describe the desired material:
3.1.1. Name of material (single-reduced black plate) (Section 1).
3.1.2. Finish (Section 4).
3.1.3. Oiling, if required.
3.1.4. Base weight (Specification A-623) (this must be consistent with the intended end
use).
3.1.5. Coil width or cut size in increments of 1/16 in. or 1,59 mm minimum.
3.1.6. Where required, rolling direction will be specified on cut sizes and will be
indicated by underlining the slit (rolling width) dimension.
3.1.7. Steel type (Specification A-623).
3.1.8. Temper designation (Specification A-623) (consistent with the intended end
use).
3.1.9. Intended use.
3.1.10. Quantity, in base boxes (see Note 3).
3.1.11. On coils, specify minimum or range of acceptable inside diameters. The
standard inside diameter is approximately 16 in. or 406 mm. Coils should be
specified to a maximum coil weight or maximum outside diameter or both.
3.1.12. Packaging.
3.1.13. Special requirements, where applicable.
3.1.14. ASTM specification number, date of issue, and exceptions thereto, if required.
Note 2: The production of coils does not afford the same opportunity for
inspection, grading and sorting as does the production of cut sizes.
Accordingly, appropriate processing and quality control procedures are
required by the purchaser to obtain optimum utilization of the material.
Cut sizes are line inspected visually and mechanically during
production. Sheets having surface imperfections that will not interfere
with their utilization are included.
Note 3: Single-reduced black plate is supplied on an area basis expressed in base
boxes. In coils, the number of base boxes is computed from the
measured length and the specified width. The theoretical

weight of a coil is computed by multiplying the number of base boxes in
a coil by the specified base weight. In cut sizes, the number of base
boxes is computed from the specified length and width dimensions and
sheet count. The theoretical weight of a bundle is computed by
multiplying the number of base boxes in the bundle by the specified
base weight.
4. Finishes
4.1. Single-reduced black plate is produced with ground ground-roll finishes and
blasted-roll finishes designated, as follows:
4.1.1. Ground-roll finishes:
4.1.1.1. 7 A — A lustrous smooth finish intended for electroplating by the purchaser.
4.1.1.2. 7B — A smooth finish for special applications. This finish may contain fine grit
lines.
4.1.1.3. 7C — A smooth finish with grit lines. This is the standard finish for tin mill
products.
4.1.2. Blasted-roll finishes:
4.1.2.1. 5A — A satin finish intended for lithographing.
4.1.2.2. 5B — A shot-blasted finish (SBF) slightly rougher than 5A finish for special
applications.
5. Oiling
5.1. Black plate is furnished oiled or dry. Unless indicated by the purchaser, black
plate will be supplied dry. Any required oiling treatment will be negotiated
between the purchaser and supplier.
The American Society for Testing and Materials takes no position respecting the validity
of any patent rights asserted in connection with any item mentioned in this standard.
Users of this standard are expressly advised that determination of the validity of any

STANDARD SPECIFICATION FOR DOUBLE-REDUCED BLACK PLATE (l)
This Standard is issued under the fixed designation A-650, the number immediately
following the designation indicates the year of original adoption or, in the case of
revision, the year of last revision. A number in parentheses indicates the year of last
reapproval.
1. Scope
1.1. This specification covers double-reduced black plate produced from low carbon
cold-reduced steel furnished in coils or cut lengths for use predominantly in manu-
facture of containers. It may be specified as rolled without removal of the rolling

solution, or with or without subsequent surface treatment. The product may be
specified not oiled or with a subsequent oiling treatment. It is furnished in
thicknesses from 55-lb base weight, 0,0061 in. (0,155 mm), to 103-lb base weight,
0,0113 in. (0,287 mm). This product is normally supplied with a trimmed edge.

4.3. Name of material (double-reduced black plate).
4.4. Base weight.
4.5. Dimensions (coil width and cut length, if applicable, in increments of 1/16 in.
minimum).
4.6. Rolling direction (must be specified on cut lengths by underlining the slit (rolling
width) dimension).
4.7. Steel type (MR, MC, etc.).
4.8. Mechanical designation.
4.9. Oiling (specified as rolled, not oiled or oiled).
4.10. Intended part.
4.11. Coil size requirement (specify minimum or range of acceptable inside diameters
and maximum coil weight or maximum outside diameter, or both).
4.12. Special requirements where applicable, and
4.13. ASTM designation number and date of issue.
Note 2: A typical ordering description is as follows: 1200 base boxes, double-
reduced black plate 60-lb base weight 28 in. by 33 1/16 in., MR, DR 8,
oiled, for 401 can bodies to ASTM A-650.
5. Rolling directions
5.1. Double-reduced black plate is relatively brittle and has very distinct directional
properties. The rolling direction must be specified on cut lengths and will be

indicated by underlining the slit (rolling width) dimension. To minimize the
flange-cracking hazard when the product is used for can bodies, the rolling
direction must be around the circumference of the can.
6. Flash
6.1. Double-reduced black plate is produced with a ground roll finish.
7. Oiling
7.1. Double-reduced black plate can be furnished oiled or not oiled. The purchaser
must indicate which condition is required. Any required oiling treatment should be
negotiated between the purchaser and manufacturer.
8. Workmanship and quality level requirements
8.1. The production of coils does not afford the same opportunity for inspection,
grading and sorting as does the production of cut lengths. Accordingly, appro-
priate processing and quality-control procedures are required by the purchaser to
obtain optimum utilization of the material. Cut lengths are line inspected visually
and mechanically during production. Cut lengths having surface imperfections that
will not interfere with their utilization are included.
Note 3: Double-reduced black plate is highly susceptible to rusting and must be
properly handled during transit and storage.
Note 4: Double-reduced black plate is supplied on an area basis expressed in base
boxes. In coils, the number of base boxes is computed from the measured
length and the specified width. The theoretical weight of a coil is
computed by multiplying the number of base boxes in a coil by the
specified base weight. In cut lengths, the number of base boxes is
computed from the specified length and width dimensions and sheet
count. The theoretical weight of a bundle is computed by multiplying the
number of base boxes in the bundle by the specified base weight.

(v) 'tool steel' refers to alloy, steel which contains the following combinations of elements in the
quantity, by weight, respectively indicated:
(a) not less than 1,0 % carbon and over 11,0 % chromium; or
(b) not less than 0,3 % carbon and 1,25 to 11,0 % inclusive chromium; or
(c) not less than 0,85 % carbon and 1,0 to 1,8 % inclusive manganese; or
(d) 0,9 to 1,2 % inclusive chromium and 0,9 to 1,4 % inclusive molybdenum; or
(e) not less than 0,5 % carbon and not less than 3,5 % molybdenum; or
(f) not less than 0,5 % carbon and not less than 5,5 % tungsten;

(vii) 'tool steel of the type described in headnote 2 (H) (VII)' refers to alloy tool steel which
contains, in addition to iron, each of the following elements by weight in the amounts
specified:
carbon: not less than 0,95 nor more than 1,13 %;
manganese: not less than 0,22 nor more than 0,48 %;
sulfur: none, or not more than 0,03 %;
phosphorus: none, or not more than 0,03 %;
silicon: not less than 0,18 nor more than 0,37 %;
chromium: not less than 1,25 nor more than 1,65 %;
nickel: none, or not more than 0,28 %;
copper: none, or not more than 0,38 %;
molybdenum: none, or not more than 0,09 %;
(viii) 'chipper knife steel' refers to alloy tool steel which contains, in addition to iron, each of the
