Opinion on the proposal for a Council Regulation amending for the eleventh time Regulation (EEC)
No 1837/80 on the common organization of the market in sheep and goatmeat (*)

On 4 December 1986 the Council, acting in accordance with Treaty Articles 43 and 198, referred to
the Economic and Social Committee the abovementioned proposal.
The Section for Agriculture, which was instructed to prepare the Committee's work on the matter,
drew up its opinion in the light of the oral report made by the rapporteur, Mr Clavel, on 4 December
1986.
The Committee unanimously adopted the following opinion on 16 December 1986 during its 242nd
plenary session held on 16 and 17 December 1986.
1. The Committee endorses the draft Regulation.
The Committee approves the aim, which is to make support
for the sheepmeat market more rational by enabling the ewe
premium to be adjusted in all regions in line with the seasonal
variation in the basic prices fixed by the Council for each
week of the farm year.
2. The Committee notes, however, that the reform
proposed by the Commission will not offset all the
distortions resulting from the present compartmentalization

of the internal market and the inadequacy of the import
arrangements. The Committee calls for the earliest possible
submission of Commission proposals for greater integration
of the Community sheep and goatmeat market.
3. The Committee proposes the following change to the
first paragraph of Article 1, in the interests of clarity:
'The following paragraph 3a is added to Article 5 of
Regulation (EEC) No 1837/80:
In so far as is necessary to adjust compensation to the
variations in the basic price and the market price . . .'.
