2. Specific comments
2.1. Article 1 (1), first indent
The Committee assumes that the rules for chilling and
storing meat must be strictly complied with. The words 'and
in which water crystallization is not achieved' in the first
indent should therefore be replaced by a clearer and less
ambiguous statement; this would be in the interests of both
the trade and consumer protection.
2.2. Article 1 (2)
The Committee considers that livers must only be sliced
under optimal hygienic conditions. With this proviso, suit-

2.3. Article 1 (4) (d)
In the Committee's view a definition is required here which
provides greater clarity for both trade and consumers. The
following wording is therefore proposed: 'A package may

2.4. Directive 72/462/EEC, Article 2
The Committee would point out that the proposed deadline
for the incorporation of the amendment in national law
(1 January 1986) is unrealistic and impossible to meet.

2.2. The experience gained in 1985/86 highlighted the
need for greater flexibility in respect of allocation
arrangements based exclusively on the year's harvest in the
Member States.
3. The Committee agrees with the Commission that
transitional implementing arrangements should run for
several years and that it will be possible to establish new,
more appropriate arrangements.
3.1 This is all the more necessary because it is hard to
gauge the practical implications of Spanish and Portuguese
membership for the allocation of compulsory distillation.
Opinion on the proposal for a Council Regulation amending Regulation (EEC) No . . . / . . on the
common organization of the market in wine (*)

On 10 November 1986 the Council decided to consult the Economic and Social Committee, under
Articles 43 and 198 of the Treaty establishing the European Economic Community, on the
abovementioned proposal.
The Section for Agriculture, which was responsible for preparing the Committee's work on
the subject, adopted its opinion on 4 December 1986, in the light of the oral report by
Mr Yverneau.
The Committee unanimously adopted the following opinion on 16 December 1986 during its 242nd
plenary session held on 16 and 17 December 1986:

Opinion on the proposal for a Council Regulation amending for the eleventh time Regulation (EEC)
No 1837/80 on the common organization of the market in sheep and goatmeat (*)

On 4 December 1986 the Council, acting in accordance with Treaty Articles 43 and 198, referred to
the Economic and Social Committee the abovementioned proposal.
The Section for Agriculture, which was instructed to prepare the Committee's work on the matter,
drew up its opinion in the light of the oral report made by the rapporteur, Mr Clavel, on 4 December
1986.
The Committee unanimously adopted the following opinion on 16 December 1986 during its 242nd
plenary session held on 16 and 17 December 1986.
1. The Committee endorses the draft Regulation.
The Committee approves the aim, which is to make support
for the sheepmeat market more rational by enabling the ewe
premium to be adjusted in all regions in line with the seasonal
variation in the basic prices fixed by the Council for each
week of the farm year.
2. The Committee notes, however, that the reform
proposed by the Commission will not offset all the
distortions resulting from the present compartmentalization

of the internal market and the inadequacy of the import
arrangements. The Committee calls for the earliest possible
submission of Commission proposals for greater integration
of the Community sheep and goatmeat market.
3. The Committee proposes the following change to the
first paragraph of Article 1, in the interests of clarity:
'The following paragraph 3a is added to Article 5 of
Regulation (EEC) No 1837/80:
In so far as is necessary to adjust compensation to the
variations in the basic price and the market price . . .'.
