SUBJECT MATTER OF THE CASE
The application concerns the alleged ill-treatment of a foreign prisoner by prison guards in Sofia Prison on 17 October 2013. This raises an issue under the substantive limb of Article 3 of the Convention.
The application also concerns the effectiveness of the ensuing investigation. This raises an issue under the procedural limb of Article 3 of the Convention.
QUESTIONS TO THE PARTIES
1. Did guards in Sofia Prison subject the applicant to treatment contrary to Article 3 of the Convention on 17 October 2013? In particular, did they use force with respect to him and, if so, was that force strictly necessary in the circumstances (see, mutatis mutandis, Dedovskiy and Others v.
