STATEMENT OF FACTS

The circumstances of the case
The facts of the case, as submitted by the applicants, may be summarised as follows.
On 29 September 1991 the applicants’ parents, I.P. and A.P., were killed by members of Serbian paramilitary forces in their home in the village of Brloška Dubrava in Croatia.
On an unspecified date the police lodged a criminal complaint against B.S., M.P., N.P., P.B. and N.J. as perpetrators.
It appears that the investigation is still pending.
COMPLAINT
The applicants complain, without relying on any provision of the Convention that the competent State authorities have failed to apply effectively criminal-law mechanisms as regards the killing of their parents.
QUESTION TO THE PARTIES
Having regard to the procedural protection of the right to life (see paragraph 104 of Salman v. Turkey [GC], no. 21986/93, ECHR 2000-VII), was the investigation in the present case by the domestic authorities in breach of Article 2 of the Convention?
The Government are invited to submit copies of all case files and other documents concerning the disappearance and killing of the applicants’ parents.
