SUBJECT MATTER OF THE CASE
The applications concern the applicants’ designation as “undesirable organisations” or their prosecution for involvement in the activities of an “undesirable organisation” (Group 1), and the applicants’ designation as “foreign agents” or their prosecution for a breach of labelling or other requirements applicable to “foreign agents” (Group 2).
QUESTIONS TO THE PARTIES
Group 1: Has there been a violation of Articles 10 and 11 of the Convention on account of the applicants’ designation as an “undesirable organisation” or conviction for participating in the activities of an “undesirable organisation”?
Group 2: Has there been a violation of Articles 10 or 11 of the Convention on account of the applicants’ prosecution for failure to label their publications as being made by “foreign agents” or on account of their being sanctioned for failure to comply with other requirements applicable to “foreign agents”? As regards the applicants who have been designated as “foreign agents” in their individual capacity, has there been a violation of Article 8 of the Convention?
