file have been declassified in conformity with Article 5 of the aforementioned regulation.

PROPOSAL FOR A COUNCIL DECISION
CONCERNING THE PROVISIONAL APPLICATION OF THE AGREEMENTS BETWEEN THE
EUROPEAN ECONOMIC COMMUNITY AND A NUMBER OF THIRD COUNTRIES ON TRADE
IN TEXTILE PRODUCTS

INTRODUCTION

In its Communication to the Council of 21 October, the Commission
reported on the outcome of the negotiations for the renewal of the
Multifibre Arrangement and on the results, at that time, of the
negotiations for the renewal of the bilateral agreements and arrangements.
In the meantime, the Commission has been able to initial the agreements
with India, Yugoslavia and Uruguay. Thus the process of renegotiation
of the bilateral agreements is now complete.
The object of the present Commission proposal is to authorise the
Commission, as was the case in 1977 and 1982, to apply provisionally
the initialled agreements, pending their formal conclusion.

PROPOSAL FOR A COUNCIL DECISION
CONCERNING THE PROVISIONAL APPLICATION OF THE AGREEMENTS BETWEEN THE
EUROPEAN ECONOMIC COMMUNITY AND A NUMBER OF THIRD COUNTRIES ON TRADE
IN TEXTILE PRODUCTS
THE COUNCIL OF THE EUROPEAN COMMUNITIES
Having regard to the Treaty establishing the European Economic Community,
and in particular to Article 113 thereof;
Having regard to the proposal from the Commission;
Whereas the Commission has, on behalf of the European Economic Community,
negotiated Agreements with a number of third countries on trade in
textile products.
Whereas the agreements should be applied provisionally as from
1 January 1987 pending the completion of the procedures necessary for
their conclusion, provided that there is a reciprocal provisional
application on the part of the third countries.
HAS DECIDED AS FOLLOWS:
Article
The agreements on trade in textile products listed in the annex are
applied provisionally as from 1 January 1987 pending their formal
conclusion provided that there is a reciprocal provisional application
on the part of the third countries.
The Commission is invited to inform the third countries of this decision
and seek their agreement to this, which should be duly communicated to
the Council.
