amended by Regulation (EC, Euratom) No 1700/2003 of 22 September 2003 (OJ L 243,
27.9.2003, p. 1), this file is open to the public. Where necessary, classified documents in this
file have been declassified in conformity with Article 5 of the aforementioned regulation.
In Übereinstimmung mit der Verordnung (EWG, Euratom) Nr. 354/83 des Rates vom 1.
Februar 1983 über die Freigabe der historischen Archive der Europäischen
Wirtschaftsgemeinschaft und der Europäischen Atomgemeinschaft (ABI. L 43 vom 15.2.1983,
S. 1), geändert durch die Verordnung (EG, Euratom) Nr. 1700/2003 vom 22. September 2003
(ABI. L 243 vom 27.9.2003, S. 1), ist diese Datei der Öffentlichkeit zugänglich. Soweit

EXPLANATORY MEMORANDUM
1. By i t s Decision of 4 A p r i l 1978, the Council concluded on behalf
of the Community the Arrangement on Guidelines fo r O f f i c i a l l y
Supported Export Credits (the "Consensus"). This Decision has
been renewed several times. Following negotia tions with the other
P a r t ic ip a n ts , a number of major m odifications have been made, the
most recent of which were approved in a Council Decision of
17 October 1985. This Decision is v a l id u n t i l 15 A p r i l 1986.
2 . The Commission has always seen the Consensus as an e f fe c t iv e
instrument of in te rn a t io n a l d is c ip l in e which has helped to reduce
subsidies and minimize countei—productive competition in the area
of o f f i c i a l l y supported export c re d i ts . I t th e re fo re considers
th a t i t is in the in te re s ts of the Community th a t the Consensus
be extended beyond 15 A p r i l 1986.
3 . The Commission accordingly proposes th a t the Council adopt the
attached d r a f t Decision extending the a p p l ic a t io n of the Arrangement
fo r a fu r th e r six months.

COUNCIL DECISION

extending the Decision of k April I97S on the
application of certain guidelines in the field
of officially supported export credits
Trlii COUNCIL CF TH& EUROPEAN COMM! NITIES,
Having regard to the Treaty establishing the European Economic Community,
and in particular Article 11J -hereof,
Having regard to the proposal from the Commission,

Whereas the Community is party to the Arrangement on guidelines
for officially supported export credits;
Whereas that Arrangement is the subject of the Council Decision of
4 April 1978; whereas the Annex to that Decision was last amended
and supplemented by the Decision of 17 October 1985» whereas the
Decision of 4 April 1978 was last extended by the same Decision;
Whereas, in the interests of the Community and in order to strengthen
the principle of international cooperation, it is important that
the Arrangement should continue to apply in the Community in order
to minimize counter-productive competition in the field of officially
supported export credits,
HAS ADOPTED THIS DECISION:
Article 1
Article 5 of the Decision of 4 April 1978 shall be replaced by
the following:
"Article 5
This- decision shall apply up to 15 October 1986."
Article 2
This Decision is addressed to the Member States.
