EXPLANATORY MEMORANDUM
N i t r o f e n i s used as a p re -em ergence h e r b ic i d e on c e re a l c rops and a ls o ,
t o a l i m i t e d e x t e n t , as a p re -em ergence t re a tm e n t o f legumes and as an
e a r l y pos t-e m e rg en ce t r e a tm e n t o f o n io n s ; i t has been shown to have
t o x i c p r o p e r t i e s , w h ich j u s t i f y f o r reason o f th e p r o t e c t i o n o f human
h e a l t h i t s i n c l u s i o n i n th e l i s t o f a c t i v e su bs ta nce s i n th e annex to
D i r e c t i v e 79 /117 /E EC .
1,3«dibrom oethane (EDB) and 1 ,2 - d i c h lo r o e t h a n e (EDC) a r e , o r have been,
used i n th e Community t o p r o t e c t s to r e d c e r e a ls by f u m ig a t io n and as

shown to have t o x i c p r o p e r t i e s t o j u s t i f y f o r reason o f th e p r o t e c t i o n
