concerning the opening to the public of the historical archives of the European Economic
Community and the European Atomic Energy Community (OJ L 43, 15.2.1983, p. 1), as
amended by Regulation (EC, Euratom) No 1700/2003 of 22 September 2003 (OJ L 243,
27.9.2003, p. 1), this file is open to the public. Where necessary, classified documents in this
file have been declassified in conformity with Article 5 of the aforementioned regulation.
In Übereinstimmung mit der Verordnung (EWG, Euratom) Nr. 354/83 des Rates vom 1.
Februar 1983 über die Freigabe der historischen Archive der Europäischen
Wirtschaftsgemeinschaft und der Europäischen Atomgemeinschaft (ABI. L 43 vom 15.2.1983,
S. 1), geändert durch die Verordnung (EG, Euratom) Nr. 1700/2003 vom 22. September 2003
(ABI. L 243 vom 27.9.2003, S. 1), ist diese Datei der Öffentlichkeit zugänglich. Soweit
erforderlich, wurden die Verschlusssachen in dieser Datei in Übereinstimmung mit Artikel 5
der genannten Verordnung freigegeben.

RELAZIONE
Con la d e c i s io n e de l 4 a p r i l e 1978, i l C o n s ig l i o ha conc luso in nome d e l l a
Comunità l ' a c c o r d o s u g l i o r ie n ta m e n t i nel s e t t o r e dei c r e d i t i a l l ' e s p o r t a
z io ne che b e n e f i c i a n o d i sostegno p u b b l i c o ( i l "Consenso") . Questa d ec is ion e
è s t a t a p ro ro g a ta a p iù r i p r e s e . A s e g u i to dei n e g o z ia t i con g l i a l t r i p a r
t e c i p a n t i , sono s t a t i i n t r o d o t t i v a r i emendamenti di r i l i e v o , i p iù re c e n t i
dei q u a l i sono s t a t i a d o t t a t i con la d e c i s io n e de l C o n s ig l i o de l 17 o t t o
bre 1985, che re s ta v a l i d a s ino a l 15 a p r i l e 1986.
N e l l ' o t t i c a d e l l a Commissione, i l Consenso ha sempre c o s t i t u i t o un e f f i c a c e
s t rumento d i d i s c i p l i n a i n t e r n a z i o n a l e che c o n t r i b u i s c e a d im in u i r e le sov
v e n z io n i e a r i d u r r e la concorrenza con t rop roducen te nel s e t t o r e dei c r e d i t i
a l l ' e s p o r t a z i o n e che b e n e f i c i a n o d i sostegno p u b b l i c o . La Commi ss ione r i t i e n e
p e r t a n t o che , n e l l ' i n t e r e s s e d e l l a Comuni tà, i l Consenso debba essere p r o r o
gato o l t r e i l 15 a p r i l e 1986.
Di conseguenza, la Commissione i n v i t a i l C o n s ig l i o ad a d o t t a r e la d e c i s i o n e ,
i l cu i p r o g e t t o è a l l e g a t o a l p resen te documento, che proroga l ' a p p l i c a z i o n e
d e l l ' a c c o r d o per a l t r i se i mesi .

s u l l ' a p p l i c a z i o n e di a lc u n i o r ie n ta m e n t i ne l s e t t o r e
dei c r e d i t i a l l ' e s p o r t a z i o n e che b e n e f i c ia n o d i sostegno p u b b l i c o
IL CONSIGLIO DELLE COMUNITÀ' EUROPEE,
v i s t o i l t r a t t a t o che i s t i t u i s c e la Comunità economica europea, in p a r t i c o l a
re l ' a r t i c o lo 113,
v i s t a la p ropos ta d e l l a Commissione,
cons ide rando che la Comunità è p a r te d e l l ' a c c o r d o r e l a t i v o a g l i o r ie n ta m e n t i
ne l s e t t o r e dei c r e d i t i a l l ' e s p o r t a z i o n e che b e n e f i c ia n o di sostegno p u b b l i c o ;
cons ide rando che l ' a c c o r d o sudd e t to è o g g e t to d e l l a d e c i s io n e de l C o n s ig l i o
d e l 4 a p r i l e 1978; che l ' a l l e g a t o d i questa d e c i s io n e è s t a t o m o d i f i c a t o e
c o m p le ta to , da u l t i m o , con la d e c i s io n e de l 17 o t t o b r e 1985; che la d ec is ion e
de l 4 a p r i l e 1978 è s t a ta p r o r o g a t a , da u l t i m o , con la s tessa d e c i s io n e ;
cons ide rando che, n e l l ' i n t e r e s s e d e l l a Comunità e per r a f f o r z a r e i l p r i n c i p i o
d e l l a cooperaz ione i n t e r n a z i o n a l e , è n ec e s s a r io che l ' a c c o r d o c o n t i n u i ad es
sere a p p l i c a t o n e l l a Comuni tà per r i d u r r e una concorrenza con t rop roducen te
nel s e t t o r e dei c r e d i t i a l l ' e s p o r t a z i o n e che b e n e f i c i a n o d i sostegno p u b b l i c o ,
HA ADOTTATO LA PRESENTE DECISIONE:
