Community and the European Atomic Energy Community (OJ L 43, 15.2.1983, p. 1), as
amended by Regulation (EC, Euratom) No 1700/2003 of 22 September 2003 (OJ L 243,
27.9.2003, p. 1), this file is open to the public. Where necessary, classified documents in this
file have been declassified in conformity with Article 5 of the aforementioned regulation.
In Übereinstimmung mit der Verordnung (EWG, Euratom) Nr. 354/83 des Rates vom 1.
Februar 1983 über die Freigabe der historischen Archive der Europäischen
Wirtschaftsgemeinschaft und der Europäischen Atomgemeinschaft (ABI. L 43 vom 15.2.1983,
S. 1), geändert durch die Verordnung (EG, Euratom) Nr. 1700/2003 vom 22. September 2003
(ABI. L 243 vom 27.9.2003, S. 1), ist diese Datei der Öffentlichkeit zugänglich. Soweit
erforderlich, wurden die Verschlusssachen in dieser Datei in Übereinstimmung mit Artikel 5
der genannten Verordnung freigegeben.

a u t h o r i z i n g the Commission to p a r t i c i p a t e in the n e g o t i a t i o n o f
the replacement o f the Wheat Trade Convent ion 1971
(subm i t ted to the Counc i l by the Commission)

EXPLANATORY MEMORANDUM
1. The Wheat Trade Convention, 1971, expires on 30 .6 .1986 .
2. Within the framework of the I n t e r n a t io n a l Wheat Council , i t has been
considered desirabLe not to extend tha t Convention yet again, but to
seize the opportun ity to improve the te x t whi ls t re ta in in g i t s basic
p r i n c ip l e s .
3 . The Community and i t s Member States took part in th is work under the
I n t e r n a t i o n a l Wheat Council , w h i ls t c o -ord ina t ing t h e i r posit ions in
the Commodities Group.
4 . An i n t e r n a t i o n a l n e g o t ia t in g conference to e s tab l is h the d e f i n i t i v e
te x t of the new agreement has been f i x e d to 14 March in London.
5 . The Commission requires a u th o r is a t io n to negot ia te in the name of the
Community on the basis of the d i r e c t i v e s annexed to the attached re
commendation f o r a dec is ion .
RECOMMENDATION FOR A COUNCIL DECISION

THE COUNCIL OF THE EUROPEAN COMMUNITIES,
Having regard to the Treaty e s tab l is h in g the European Economic Community,
and in p a r t i c u l a r A r t i c l e 113 th e r e o f ,
Having regard to the Recommendation from the Commission,
Whereas the Community is a par ty to the Wheat Trade Convention 1971,
Whereas th is Convention expires on 3 0 .6 .19 8 6 ,
Whereas i t is in the Community's in te r e s t th a t the Convention be replaced by
a new Convention,
HAS DECIDED AS FOLLOWS:
Sole A r t i c l e
The Commission is hereby authorized to take part in the negot ia t ions fo r the
replacement of the Wheat Trade Convention 1971.
The Commission sha l l take part in the n e g o t ia t io n s , in c o ls u l t a t io n with the
A r t i c l e 113 Committee, in accordance with the gu ide l ines contained in the An

(1) The l in k between the Food Aid Convention and the Wheat Trade Conven
t io n must be maintained.
(2) The new Wheat Trade Convention must, in i t s broad o u t l i n e , maintain
the te x t of the 1971 Convention.
