RESOLUTION OF T H E ECSC CONSULTATIVE COMMITTEE
on the drawing up of the ECSC operational budget for 1987

(adopted at the 259th session of 17 October 1986 by 1 vote against and 4 abstentions)
THE CONSULTATIVE COMMITTEE
Having:
— taken note of the memorandum on the fixing of the
ECSC levy rates and the drawing up of the ECSC
operational budget for 1987 (doc. COM(86) 467
final) and the ECSC financial report for 1985 (doc.
COM(86) 473 final),
— examined the financial situation of the European
Coal and Steel Community for 1985 and 1984 (OJ
No C 208, 19. 8. 1986),
— recalled its resolution on research programmes which
was unanimously adopted at the 257th session on 20
June 1986 (OJ No C 257, 14. 10. 1986),
— heard the explanations by the representatives of the
European Commission,
1. requests that the ECSC operational budget should
contain, under the heading of receipts, the totality of
available interest derived from invested funds, which
is only partly included, and fines,
2. considers that these funds should be used to a greater
extent for the purpose of financing a dynamic policy,
notably in the area of research, as requested in its
resolution of 20 June 1986 (OJ No C 257, 14. 10.
1986),
3. notes that the levy, which is applied only to steel and
coal enterprises, amounts in reality to a 'customs duty
in reverse' since it is based on the entire production of
coal and steel, whereas it is not borne by imported
products. Its effects should therefore be reduced as
much as possible by setting the rate at the lowest level
compatible with the implementation of an active
policy in the areas within the responsibility of the
ECSC,
4. feels that the financing of the necessary action and the
reduction in the levy rate could be carried out
concurrently,
5. wants the Commission to re-examine the 1987 budget
so as to include in it:
— under expenditure:
1) the funds needed to pursue the Community's
objectives and notably the social ones, on the
understanding that expenditure which does not
result directly from the application of the
ECSC Treaty is to be borne, as in the past, by
the general EEC budget;
2) the amounts required to meet the needs
expressed in the resolution of 20 June 1986,
which stressed the overwhelming necessity to
substantially increase the funds committed to
technical research concerning the production
and use of coal and steel and those committed
to social research in these two sectors;
— under receipts: all the available interest and fines,
6. wants the levy rate to be reduced.
