QUESTIONS
1. Is the application compatible with the provisions of the Convention, ratione personae? In particular, does Ms N. Yermolayeva have legal standing before the Court for the purpose of acting on behalf of Mr Abdulazhon Isakov, having regard, inter alia, to the fact that he did not issue an authority form to her (see Centre for Legal Resources on behalf of Valentin Câmpeanu v. Romania [GC], no. 47848/08, §§ 102-03, ECHR 2014)?
2. As regards the Court’s earlier request to the Government to provide an entire copy of the criminal investigation file concerning the abduction and disappearance of Mr Abdulazhon Isakov, does the Government’s failure to comply with the said request amount to Russia’s failure to cooperate with the Court, as required by Article 38 of the Convention?
