Having regard to the above application against the Republic of Albania lodged with the Court under Article 34 of the Convention for the Protection of Human Rights and Fundamental Freedoms (“the Convention”) on 4 February 2025,
Having deliberated, decides as follows:
FACTS AND PROCEDURE
The applicant, Ms Kozeta Tili, was born in 1960. She was represented by Ms A. Sheri, a lawyer practising in Tirana.
The applicant’s complaints under Article 6 of the Convention were communicated to the Albanian Government, who submitted observations on the admissibility and merits.
The observations were forwarded to the applicant, who was invited to submit her observations in reply. The applicant did not respond.
By letter sent by registered post and through the Court’s Electronic Communication Service (eComms) on 18 November 2025, the applicant and her representative were notified that the period allowed for submission of her observations had expired and that no extension of time had been requested. Their attention was further drawn to Article 37 § 1 (a) of the Convention, which provides that the Court may strike an application out of its list of cases where the circumstances lead to the conclusion that the applicant does not intend to pursue the application.
However, no response has followed.
THE LAW
In the light of the foregoing, the Court concludes that the applicant may be regarded as no longer wishing to pursue the application (Article 37 § 1 (a) of the Convention). Furthermore, in accordance with Article 37 § 1 in fine, the Court finds no special circumstances regarding respect for human rights as defined in the Convention and the Protocols thereto, which would require the continued examination of the application.
Accordingly, the case should be struck out of the list.
For these reasons, the Court, unanimously,
Decides to strike the application out of its list of cases.
